This is one of the many phones offered in Japan that feature the Flash Lite player. Notice that this particular KDDI model even promotes Flash as a feature and a reason to buy the phone!

It’s depressing that I can’t get an inexpensive phone that supports Flash Lite. This geek isn’t made of money
Give it time. There are cheap phones in Japan that support Flash Lite. It will just take a little while to get more an more phones out in other regions of the world. Flash Lite isn’t exclusive to expensive phones, it just only happens to be on some of the more expensive phones in North America and Europe at the moment.

Check out GameStop for a used n-Gage … they run about $40-50 … yes it’s absolete, but it does run FlashLite …
Also, a used nokia 3350 (the one with the sucky UI) is probably around $100 these days … look on ebay.
For newer phones, it’s getting to the point where upgrading your phone is almost as expensive as upgrading your PC. :)
